To give essence to the policies and agenda of the Bangsamoro Government, the Ministry of Finance, and Budget and Management (MFBM) has successfully conducted the 3rd Bangsamoro Budget Forum held today, April 12 at the Shariff Kabunsuan Cultural Complex, Bangsamoro Government Center, Cotabato City.
With the theme “Innovate and Recalibrate: Setting the Standards for Transparency and Accountability in the Bangsamoro Government”, the Forum was participated in by Ministers, Heads of Offices, Civil Society Organizations, as well as BARMM’s partner agencies namely Japan International Cooperating Agency (JICA) and the Department of Budget and Management (DBM) Region XII.
BARMM Chief Minister and concurrent MFBM Minister Ahod B. Ebrahim said in his message that the Forum ensures that all Ministries and Offices will be able to fully understand and support the achievement of the region’s goals as embodied in the 1st Bangsamoro Development Plan.
“This current year 2021, as we continue to navigate despite uncertainties to serve our constituents, implementing 2 years of Appropriations, we are here today with the aim of sailing further despite rough seas with the increasing threat of COVID 19. As we continuously adapt to the new normal, we are forced to innovate and recalibrate our plans to ensure that we are responsive to the needs of our people with this nascent situation”, Chief Minister Ebrahim added.
He also reminded the Ministries and Offices that programs, projects and activities must be inclusive and responsive to the needs of the Bangsamoro people.
Grand Mufti Abu Huraira Udasan reminded all the BARMM leaders and their staff to imbibe the principles of moral governance.
This year’s budget forum highlighted the presentation on the FY 2022 Bangsamoro Budget Call Guidelines and the Indicative Budget Calendar.
Atty. Ubaida C. Pacasem stated the salient features of the FY 2022 Bangsamoro Budget Call Guidelines which include Cash Budgeting System, Modified Two-Tier Budgeting, Program Expenditure Classification, and adherence of budget proposals to the Bangsamoro Development Plan and Bangsamoro Response and Recovery Plan.
During the Budget Forum, the Bangsamoro Planning and Development Authority (BPDA), and endorsing authorities from Ministry of Public Works (MPW); Ministry of Environment, Natural Resources and Energy (MENRE); Bangsamoro Information Communications and Technology Office (BICTO); and Bangsamoro Women’s Commission (BWC) provided inputs on their respective standards where Ministries and Offices shall undergo review processes to obtain certification or endorsements from them.
To conclude the event, Atty. Rasul M. Salik, CPA, member of the MFBM Technical Working Group emphasized that the FY2022 Bangsamoro Budget will be the output of the Bangsamoro Government’s collective efforts.
“The propriety, comprehensiveness and the degree of inclusivity of our budget will greatly determine the reach and effectiveness of our service delivery in FY 2022. Thus, our work is very important in pursuing the success of our Bangsamoro Government”, Atty Salik said.
He encouraged everyone to work hard in crafting the FY 2022 budget proposals.
“Give our best in all aspects of our work related to our budget preparation, all for the future of our children, of our people and of the future generations of the Bangsamoro. Let us proactively take part in making this legacy of lasting peace and progress for our people.”
