𝐑𝐄𝐀𝐃| 𝗠𝗙𝗕𝗠 𝗰𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗲𝘀 𝘄𝗶𝘁𝗵 𝗞𝗲𝘆 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀 𝗳𝗼𝗿 𝗣𝗣𝗣 𝗣𝗖𝗡 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽, 𝗲𝘅𝗽𝗹𝗼𝗿𝗲𝘀 𝗣𝗼𝘁𝗲𝗻𝘁𝗶𝗮𝗹, 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗲𝘀 𝗳𝗼𝗿 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗜𝗻𝗳𝗿𝗮, 𝗗𝗲𝘃’𝘁 𝗣𝗿𝗼𝗷𝗲𝗰𝘁𝘀
To establish a strong understanding of key framework and guidelines in Public-Private Partnerships (PPP), the Ministry of Finance, and Budget and Management (MFBM) co-organized a two-day Capacity Building Activity (CBA) titled “Introduction to the PPP Code and its IRR and PPP Project Concept Note Workshop” with the Public-Private Partnership Center (PPP Center) and the Asian Development Bank (ADB), held on December 4-5, 2024, at the PPP Center Board Room.

Minister of Finance Ubaida C. Pacasem, represented by Deputy Minister Abdullah M. Cusain, underscored the workshop’s significance in acquiring new skills to strengthen the region’s capacity for growth and innovation.

He also highlighted the potential opportunities available to the Bangsamoro Government in its pursuit of genuine development in the region. He pointed out the need “𝙩𝙤 𝙚𝙭𝙥𝙡𝙤𝙧𝙚 𝙖𝙡𝙡 𝙢𝙤𝙙𝙖𝙡𝙞𝙩𝙞𝙚𝙨, 𝙧𝙤𝙖𝙙𝙨, 𝙩𝙤𝙤𝙡𝙨, 𝙖𝙣𝙙 𝙨𝙩𝙧𝙖𝙩𝙚𝙜𝙞𝙚𝙨 𝙩𝙤 𝙙𝙚𝙡𝙞𝙫𝙚𝙧 𝙩𝙝𝙚 𝙥𝙧𝙤𝙢𝙞𝙨𝙚𝙨 𝙩𝙤 𝙖𝙘𝙝𝙞𝙚𝙫𝙚 𝙩𝙝𝙚 𝙚𝙘𝙤𝙣𝙤𝙢𝙞𝙘 𝙖𝙣𝙙 𝙨𝙤𝙘𝙞𝙖𝙡 𝙤𝙗𝙟𝙚𝙘𝙩𝙞𝙫𝙚𝙨 𝙘𝙤𝙢𝙢𝙞𝙩𝙩𝙚𝙙 𝙩𝙤 𝙩𝙝𝙚 𝘽𝙖𝙣𝙜𝙨𝙖𝙢𝙤𝙧𝙤 𝙋𝙚𝙤𝙥𝙡𝙚.”

Meanwhile, the CBA helps to understand the process of identifying, selecting, and prioritizing PPP projects. It thoroughly explores various components in a PPP PCN to ensure proper evaluation and provide relevant inputs for informed decision-making, supporting project viability and the effective implementation of PPP initiatives, and contributing to sustainable, impactful development.

Further, the salient features of the PPP Code and its IRR, including updated roles and processes under the new legal framework, were discussed. In connection with this, the PPP project identification, selection, and prioritization process, as well as the various components of a PPP Project Concept Note and relevant inputs to these notes, were also tackled.

As the Bangsamoro region progresses, exploring PPP opportunities is one of the keys to achieving sustainable development and long-term economic and social goals.

The delegates from MFBM included Bangsamoro Finance Office Director, Sittie Amirah Pendatun, represented by Division Chiefs; Bangsamoro Budget Office Director, Rahma D. Sanglitan; Bangsamoro Treasurer, Naila Z. Dimaraw; and other employees from the Ministry.
